His name is called, Dedicated Servers. His power is, “Pretty Good Job So Far.” Once he hits a survivor with the drop in FPS, the survivor endured the “lag” status effect for 60 seconds.
During this time, the survivor can be hit and downed 10m after vaulting a pallet or a window.
His unique perk, “DC”, disconnects players randomly during the trail. (Does not stack). -“One second I was there.... then the next, I wasn’t, but I WAS!” - Lost Tapes

omg noob baby survivor, just watch tru3 counter play video! You just need to go near a pallet and DC before throwing it - now the killer has to guess if you rage quitted or just crashed.
You can even hard counter its DC perk with the new survivor's one: Save DC for Last Hook.
