Theory crafting with "Any means Necessary"
Now i havent played the ptb yet so this is a theory but... lets assume you slam down a pallet in a chase with this perk and the loop is relatively long. Could you use the perk to basically block the break pallet prompt for the killer so he is forced to loop around the whole entire loop? Does anyone know?

I tested this. The killer's break animations take priority over the survivor's perk, regardless of how far along the survivor is in their animation.

Killer has priorities over pallet. But you can block survivors from vaulting it by repairing it

Ok,well im glad that doesnt work because you could stall pallets forever with that.

As Medic said, you can't block the killer, because they can still break the pallet.
But you can shut out other Survivors. A bit of an unhealthy interaction, imo. It's a little too easy to grief someone when this essentially allows you to block a vault. You can even throw down a pallet in front of Survivor being chased and then block them from vaulting it. I like this perk, but I hope they adjust that part of it before the chapter goes live.

On paper its good but its too situational in an actual match

As said breaking takes priority.
While it's cool that they actually added a pallet restoration perk for most killers it'll just make some unsafe pallets get back up for another round. If a killer hardcore bloodlusts a pallet they really should just break 9/10 times they only have themselves to blame if it gets picked back up.
