Let the 2nd to last survivor mori themselves
No one likes being slugged so the killer can get the 4k. So I propose that the 2nd to last survivor, if they are slugged, has the option to mori themselves. this counts as a sacrifice for the killer and the survivor instantly dies.
HOWEVER, the hatch does not instantly open just to prevent the scenario in SWF where survivor A finds the hatch and survivor B just dies to give them the hatch. The players still have to wait like 15s or whatever to get the hatch to open. If a survivor moris themself, the hatch is revealed to the killer for 3s.

No. Makes no sense in the lore, and is a dick move mechanically. There is a reason killer players hate when the second to last person DCs in a match.

Exactly. So in practice, no one is going to choose to take this route. Anyone who doesn't want to be in the match that badly and is already sick of being slugged (therefore probably someone resentful towards the killer for doing so) is just going to DC. Either to give their teammate the hatch, or just to spite the killer out of sacrifice points.

well i mean in LoL, your team can vote to surrender. i wouldnt really see that as ragequiting, more like... just giving up/ conceding in hearthstone.

slugging is part of the game, sure, its not always great, but its not THAT bad, plus, if u dont like being slugged, just take bills perk so u can unslug yourself

That's true, although I think it's a bit different in some ways. Dead By Daylight is neither a team game like League, nor a 1v1 like Hearthstone. Giving up in Dead By Daylight is a decision that affects other players, but the other players don't get a say in it, which is why I think it ought not to be encouraged.
The other difference is, although I don't know much about Hearthstone, in League the only thing that really matters is whether you win or lose. That's the only thing ingame that affects anything outside of the game (rank, points, etc.). But in DBD, the ranking system doesn't revolve around meeting the win condition, and bloodpoint gains for many people are as important if not more so than winning. So conceding defeat without the input of other players is not only potentially denying them a victory, but, more importantly, also denying them opportunities to improve their rank or earn bloodpoints that they might otherwise have had if you'd stayed in the game.

Umm, I think a better option would be allowing the survivor to get back up after some time. That way the killer can still do a quick look around to see if the last survivor is nearby but can't take the piss and leave the last but one survivor on the floor for as long as they please to go look for the last one so they can kill both easy.
However this would only work if there are only two left. And no it should not be a perk. I also think if the killer downs the same survivor three times it's a instant mori. This will allow the killer to down the same one again but puts more pressure to hook them and not just leave them until they are almost dead or find the last survivor.

There should not be a big difference point-wise between a 3k and 4k for the killer (Emblems + bp), then killers would not slug for the 4k, easy as that.
Slugging is super boring for the killer as well. It's just a necessary evil when you care about your points.

I am so tired of being slugged because people want to greed for the 4k.
I recommend others to do the same.

They could make an "Easy Way Out" option, like in Call of Duty. 2nd to Last survivor admits defeat in their heart, and the entity claims their essence or whatever it takes. That type of slugging is pretty obnoxious. Pips don't matter to me, though.
