3 New Survivor Perk Ideas including 2 that may help in slugging situations
Important: The numbers aren't final!
First Perk: Runs like clockwork/ Runs smoothly
When working on a generator, you are unaffected by any repair speed penalties for a duration of 10 seconds. This effect can only trigger once every 40/35/30 seconds.
Rarity: Uncommon/Rare/Rare
Second Perk: A helping hand
When picking up a downed Survivor within the Killers Terror Radius, for 10 seconds, any damage taken that would put the picked up survivor back into the Dying State will instead apply the Deep Wound Status Effect. The Survivor has 10/15/20 seconds to mend themselves. This Perk has a cooldown of 30 seconds.
Note: My girlfriend came up with the idea and i'm pretty sure she won't post it, that's why i picked up the idea. The Perk name and the numbers came from me.
Rarity: Uncommon/Rare/Very Rare
Third Perk: Not like this
If you are the Obsession, instantly heal one Health State and sprint at 150% of your normal running speed for 3 seconds when exactly 3 Survivors are in the Dying State. You leave no Scratch Marks until another downed survivor is picked up by a Survivor or the Killer. This Perk has a cooldown of 200/180/160 seconds. Increases your chances of beeing the Obsession. The moment the third Survivor is put into the Dying State, a Survivor that has "Not like this" equipped immediately becomes the Obsession.
Rarity: Rare/Very Rare/Very Rare
Thoughts behind the Perks:
The first Perk is a way to have a small timed counter to specific circumstances when beeing under a stacked Dying Light/Thana/Slowdown addons.
The second and third Perk are designed against slugging. There are lots of perks when beeing in the killers grasp but when it comes to slugging, theres only unbreakable that will really help the survivors. The second perk allows pick up trades if the killer is right behind you and instantly wants to down the picked up survivor again.
The third perk is designed to help against a slugging killer and give the team a chance to come back into the game. Combined with the second perk, the third perk could help you, even when you are the third person downed to the ground, since you can instantly run again and go for pick up trades. If you are the last person not on the ground, you heal one health state and get a sprint boost to get faster to the Survivors on the ground with a smaller chance to be detected by the killer since you leave no scratch marks.

When making perks you need to have each tier displayed. like x/y/z
So Im assuming Clockwork would be Uncommon/Uncommon/Rare with it having a cooldown of 60/50/40 seconds.
For A Helping Hand I think it should give 10 seconds of endurance giving 10/15/20 seconds to mend. This perk would probably be Uncommon/Rare/Very Rare.
I don't get Not Like This. I'm assuming it's only for yourself. It should be when all other survivors are in the dying state that you leave no scratch marks. For perks like this it usually gives a benefit for if you aren't obsession, but a greater benefit for if you are obsession. I'd say have it increase your recovery speed by 15% for if you are obsession or not. If you are obsession you can get up instantly. Obviously 60/50/40 seconds of exhaustion. Rare/Very Rare/Very Rare
Would be cool for a chapter idea

Exactly. "Runs like clockwork" would be uncommon/uncommon/rare and the cooldown would be 60/50/40 seconds as you mentioned.
Same goes for "A helping hand" with Uncommon/Rare/Very Rare and the mending time could change based on the different perk levels as you mentioned in your post too. This would be as you mentioned 10/15/20 seconds to mend. My girlfriend also suggested 10 seconds of endurance and i thought that would be too much, thats why i gave it 5 seconds. If you guys think 10 seconds would fit better than we can give it 10 seconds :)
Not like this affects only you thats correct. The Perk is also activating when you are one of the 3 Survivors on the ground. The idea of the Perk is to trigger when the condition of any 3 Survivor (including yourself) on the ground is reached. If you are one of the 3 Survivors on the ground (lets say the first one downed for example), you get the effect at the moment the third falls on the ground. This also helps when you are the third Survivor that goes down, because the effect will instantly trigger, giving you the chance to get away again and pick up your team mates since you leave no Scratch Marks. If you are the last Survivor standing, you get the heal (really helps if you are injured), boost and no Scratch Marks to get faster to the others so you can pick them up. If 3 Survivor run the perk without an obsession clause, all 3 Survivors would instantly heal, stand up and that would be to broken. So if you are not the obsession and you have the perk equipped or somebody got the obsession because of Decisive Strike, you become the obsession the moment the third Survivior falls, so you can get the benefit from the perk but only one person can get the benefit at one time. So if 2 or more Survivors run the Perk, its random who will get the effect, but one definitly will get the effect.
"Not like this" would be rare/very rare/very rare and the Exhausted Status effect would be 60/50/40 seconds.
I hope i could clarify some things. Thanks for your feedback and thoughts :)

I added different Perk Tiers, Perk Rarities and rewrote the discription of "Not like this" for better understanding.
Also changed the Endurance effect of "A helping hand" from 5 to 10 seconds.
