Why is camping still happening

I don't understand why some killers thinks it's cool and awesome to go camp a survivor on a hook because it basically ruins the game and I feel that the devs should do something about camping other than just perks to "counter" camping

The Devs have explicitly stated that camping is a valid strategy.

The devs try to find ways to discourage camping and encourage leaving the hook but they're never going to outright ban it or make it harshly punished. You'll need to accept that.

As a survivor main I can confirm that it brings all survivors off gens so they can crouch just out of the killers sight and wait until the last second to attempt a rescue but end up getting grabbed instead. Then the same thing keeps happening until everyones dead.

    Because survivors make it work.

My reasons for why killers camp:

1.) They're doing terrible and want at least one kill or its the only way they're getting kills.

2.) That person somehow pissed them off or bested them and so they want them to die.

3.) There are just those types of killers that do it to piss people off because they enjoy having the power or/and making others angry (I believe this is a small number of players).

4.) All the gens are done and they hooked someone after and know that there's a high chance people are going to try to save the hooked survivor and so they'll be able to get more hooks by sticking nearby (also it wouldn't make sense for them to walk away at this point unless its to chase a different survivor).

I don't condone camping. I play both killer and survivor and I absolutely hate being camped on DBD when I'm a survivor. It's one of the worst experiences because you just hang there on the hook waiting to die or be tunneled right off it. I would never want to be the reason someone hates the game so I don't do this. However, as I said above, it does make sense in some scenarios like if all the gens are done or people are running around the hooked survivor (but the killer should go after one of them, imo, if that person is unhooked, not down the person that was hooked).
