Why do queues fluctuate so much?

So a couple weeks ago, survivor queues were INSANELY LONG, and killer queues were near instant. Right now survivor queues are pretty damn fast and killer takes 15 minutes plus. These are specific recent examples but this is always happening. Why is this?

Also cause I know someone's gonna say it, my ranks about the same as it always is.
