Since I’ve now grinded so hard for that sweet 9K I’m wondering which killer I should buy with my iridescent shards

Plague main, so I'm a bit biased. But Spirit isn't something I would suggest. You'll probably get bored of her really quickly like most people have.

I want to get clown because of his perks but plauge looks like shes a bit fun

Is Huntress really not free on PS4? That's a bummer. She was the last free DLC they released on PC.
Anyway, it depends on what you value. Plague is a lot of fun. Huntress is good and also fun if you can master her, and Spirit is obviously the strongest. If you're just looking for good perks, Clown is probably the best choice.
Personally, I would advise prioritising killer power/fun gameplay over perks, because if you're only interested in a character for their perks and won't actually play them, you can always get those from the Shrine with a bit of luck and patience, and less shards.

Clown's perks aren't that great, if I'm being honest. Coulrophobia isn't good unless you're running it with Distressing, Infectious Fright and Nurse's Calling (a anti-healing meme build) and Bamboozle is pretty situational on whether or not you'll get use out of it. It's usually better to go around and object and moonwalk instead of vaulting and giving the survivor more distance.
Plague's perks, on the other hand, are a lot better. Infectious Fright gives you the ability to predict flashlight saves or helps to find that last survivor hiding next to the person you downed and you can get a lot of use out of it with Distressing. Dark Devotion is a guilty pleasure, but is really situational on whether or not it will be good enough to use. Corrupt Intervention is a fantastic alternative to Hex: Ruin if you're not able to obtain it on your killer and can help for killers with a slow early game (Trapper, Hag, etc.) so it has a lot of great capabilities.
Plus, it's easier to loop the Clown, in my opinion. I love playing Plague but I hate going against her. She pushes survivors into a really uncomfortable position. If you cleanse your sickness, you give her the potential to wipe out the entire team of people who haven't cleansed and can making unhooking survivors an absolute disaster. Or, if they don't cleanse, they can get one-shot the entire game and make tracking them super easy.

Well yeah I agree, but I got a situation theres this glitch on the game where it doesnt show me the price for David so I cant buy him since it doesn't show me anything

I mean, my best guess is that it actually is free and that's why it won't let you buy David. I'm surprised that it even shows Huntress as being available for shards. Have you tried what @apathytheclown suggested and looked for the Lullaby for the Dark DLC on the PSN Store? Because I just looked at it in my browser and it says it's free.

Way to help your argument by not even mentioning one of the best perks in the game, PGTW is alone better than all three Plague perks combined imo and Bamboozle is pretty great on Billy and Huntess.
As for the OP's question I would go with Spirit, strong killer and decent perks Spirit Fury works wonders combined with Enduring for m1 killers that have trouble with chases, Haunted Grouds is kinda situational but when you get lucky it can win you games, Rancor is meh.

I notice neither the Hag nor the Oni are on this list of answers for the poll despite the fact both are probably on the more viable end of the list of these killers.
And Huntress is free. So she shouldn't be on the list in the first place

I think the spirit is the strongest overall, but I have a ton of fun with the Doctor

In terms of overall strenght, Spirit without a doubt
In terms of teachable perks Plauge although Haunted Grounds is fun to use and can turn the course of the game if cleansed at the right time
