It says in the perk description it activates once the exit gates are powered but it only activates when an exit gate is opened in game. Is this a bug or did they just write the perk description wrong?

I think technically the exit gates aren't powered until you have held the switch long enough for them to open. I think prior to that it is only the switch that is powered.

The gates are powered once 5 gens are completed or hatch is closed.
