Rank hard cap doesnt exist for soloQ or 6 dodges broke MM?

As always 6 killers dodged my lobby (btw it was at most 2 SWF because i joined lobby as 3rd and waited couple sec for 4th)

and i guess because of that, this happened:

this was literally baby killer, he claimed its his 2nd game on Legion (when he was chasing me he used his frenzy to stab me about 7 times and in between he couldnt catch me with m1)

so my question is soloQ survs dont have Matchmaker rank cap? or 6 killers that were afraid of 4x soloQ without items (at most 2swf, 2xsolo without items) are at fault ?

    If the queue times are long enough, the rank restriction goes out the window. I've had numerous games where my survivors were all 10+ ranks higher than me.

    from what i know hard cap doesnt work for ranks 15-20 (at least thats what they wrote when they were announcing that) and they called it hard cap by themselfs

    and that que wasnt as long, maybe 2min to find lobby then in lobby about 4min (i know 6min overall is long but because of SWF MM change, that que time is pretty normal)

    well i guess devs made change to help killers between rank 15 and 7 to not play vs swf with 1 red rank player, so now they are getting full lobby of Red rank/high purple

    Developer Update | September 2019

    • If a match of the same rank is not available, the system will gradually expand the acceptable range until it finds a match. This has a hard limit of 6 ranks above or below your rank.

    The Devs have a dfferent idea as to what "hard limit" means or it was changed without telling us or they still can't get the matchmaker to work properly.
