Why Does Furtive Chase Lose All Stacks?

When you kill the obsession? Almost every game I actually get it to 4 stacks, it’s the death hook of whoever the obsession is. STBFL doesn’t lose stacks when the obsession dies, which is undoubtedly a superior perk.

For such a weak/niche perk, why does it have such a massive downside?

    Because it's a poorly designed perk.

    Because it would be overpowered to have a really weak effect that takes forever to build up last for more than a minute or two. Duh.
