He is an underrated construction worker that does things by himself. He is known to be resourceful with the material he uses. Often goes to places and offers design ideas, as long as he gets paid and the materials to work with. Usually schools pay him fairly for his work, and extra tips for the resourcefulness of them.
Perks:
Architect: You gain the ability to repair broken pallets. Broken pallets are 11% less effective and are broken 25% faster. The repair time is 30/20/10 seconds.
Sturdy Wood: All the pallets you throw down take 10%/20%/30% longer to break. Sturdy Wood has a cooldown of 120/90/60 seconds.
Engineer: You can now preform perfect skillchecks. Perfect skillechecks are 25% the size of great skillchecks, and are 2%/4%/6% faster than the greats. Perfect skillchecks ignore Ruin. Greats now grant 25%/50%/75% more BP.

Architect is unfortunately weak for the time investment. Pallets are great because there's no time investment needed. Reduce the time to 16/14/12 and it would have some niche cases, but for the most part it seems like you'd be better off spending that time healing or working on gens.
Sturdy wood could be useful, but behaviour tends to avoid survivors being able to debuff killers' base abilities. Maybe give a small speed boost to the survivor (like +5% speed for 10 secs) after throwing a pallet to get the same kind of distance. Could also change how safe some pallets are which would be interesting.
Engineer would be awesome as is.

Architect: Yeah that seems more reasonable, but some supporter mains would still like to use this perk for their looper to use more pallets. The time will be reduced.
Sturdy Wood: Eh, I might just change the break time to 5%/10%/15% faster, but I might add your +5% speed for [10 seconds too long] 2.33 seconds

What does it mean for a pallet to be effective?

How long the killer will be stunned for, so if they have enduring, that'll stack up... but puts your Brutal Strength at a weaker state due to longer break time
