Help me decide what to do first.

It depends on what side you play more.
Prestiging isn't really worth it if you haven't finished the grind for all.
Personally I would get one char on either side with a build you like then feed others to gain all the teachables you want first and get them on those chars. Then id feed to get the other teachables as they may change and you want to use them at some point later.
Get the ones you want fully loaded out and then feed start to feed the others bloodpoints till you get builds on them.
This leaves more options in case you wish to play others. This gives you the option to prestige the ones you wish later as once you have everything nothing else is left to do between each DLC.

p3 killers first then do all perks on everyone
I would P3 all killers, but before that I would upgrade a few killers so you can play with them normally, then try to prestige the ones you did not upgrade and before prestiging them use their best add-ons and offerings, and after that repeat the process.

all perks on one killer then p3 rest of killers
What I am doing right now. I have my Nurse unprestiged, with all perks, and shitton of add-ons, offerings. I am using her with BBQ to prestige everyone else. Once I am done with that, Sally-bae gets her bloody cosmetics as well <3
