Cruel Limits Changes that Could Potentially Buff the Perk

Every time a generator is completed, all windows outside of the killer's TR are blocked from being used for 20/30/40secs. Pallets still remain unaffected, but this allows for some use of this perk while a killer is in chase (sort of). While the area a killer is in isn't impacted by the perk, survivors have to keep moving between tiles to loop a killer, as staying in the same region becomes more risky with the loss of pallets. It can prove to be effective if the survivor then runs out of the original range in which the perk was activated.

Perks to limit/remove killer TR (Furtive Chase, Monitor & Abuse, Tinkerer, etc.) would help make this perk more valuable. Killers that can control their TR would also find more value in the perk. Theoretically, a good build for killers who can't control TR to make full effect of this perk would be Cruel Limits, Tinkerer, Bitter Murmur, & a perk of the killer's choice.

Being that it is a teachable for Demogorgon I would also call for a buff to his Undetectable status, greatly increasing the base time he remains undetected. I would also say that he should be Undetectable as long as he is in contact with a portal (similar to how survivors are Oblivious while simply standing on a portal). This would at least help him potentially get some use out of his own perk, though it is more work to get it to work super effectively.

    Would actually make the perk useable for maps with gens no where near windows

    Honestly, just make it block all windows across the entire map. Pallets are still usable so it's not OP and since it can only be activated when a gen is done, it's still not up to the killer when to use it. But at least that way, the killer could make use of it whether they are in a chase or approaching a completed gen.

    I'd like it if the perk blocked all windows within 16 meters of the killer. You could only get the proc 5 times in total so I don't think it would be too op. Would synergize well with tinkerer, and the devs are big on synergizing new perks with old.

    @PistolTimb if it blocked windows in any range of the killer it might get considered too OP. It basically would be like a perk that forces people to sandbag one another just by completing gens, and survivors would complain big time that it's annoying. It has no use working in an area a gen pops in because half the time you aren't even there to attack the survivors that did said gen. That's why I'm thinking have it relate to TR and be out of range of the killer. While it won't always work, it sure can be deadly if used correctly.
