New Hex: Ruin "rework"

So this is wrong on many levels. One is the fact that getting ruin 1 now is pointless its literally a waste of a perk slot, its doing 1 times the normal regression rate. So the normal regression rate. Why would this be a thing? For two, why not add the original values of 3/4/5 % regression? The new values are hardly a change. For 3, it is a hex perk, no hex perk should ever be balanced nerfed or altered, it is just a hex that can be cleansed at any time.

    I dont understand why they made Ruin into a late game perk and a hex totem. In most cases its going to be discovered/removed before late game.
