New Killer Build Suggestion (With New Ruin)

For most my killers like most i like using the best slow downs i possibly can.
Wraith & Ghostface: Thanatophobia, Sloppy Butcher, Nurses Calling, Ruin
Plague: Thanatophobia, Dying Light , Pop Goes the Weasel, Ruin
I can continue but i think you get the idea.
Now with Ruin changing i've potentially worked out a build that can work well with new Ruin if it stays in the game that is.
Thrilling Tremors: After picking up a Survivor, all Generators not being repaired by Survivors are blocked by The Entity and cannot be repaired for the next seconds.
Nurses Calling: I think we all know how this works.
Surge: Putting a Survivor into the Dying State with a Basic Attack causes all Generators within a radius of 32m to instantly explode and regress. Applies an immediate 8%.
Ruin (New): All Generators are affected by Ruin; if a Generator is not being worked on, it regresses at [1/1.5/2] times the normal regression rate.
This build can potentially allow Thrilling and Surge to allow new Ruin to be useful although it requires 2 perks for that to happen and even if Ruin gets destroyed immediately doesn't necessarily make it a good trade off in the long run. If Ruin breaks before this build can all work together then it's pretty much wasted. I'd like to see how new Ruin would perform if it wasn't a Hex Totem.

Put Surveillance in there instead of Surge. With all the gens regressing automatically while ruin is active, Theoretically this should mean that Killer players will also automatically know which gens survivors are on early in the match. Surge won't proc on gens that are already regressing.

Swap it out for what though? unfortunately if you swap it out for Nurses you can't really catch people out positioned healing.
