What is the jail symbol over the icon/ move along message over the icon?

I've been seeing a few of these bad boys over the icons of people. I'm assuming they are bans/ soft bans, would following the rules be enough to avoid these? I ask because a lot of the people with this icon seem to just be discussing patch notes with other people, relatively calmly too.

This is part of the escalation process, and it limits posting for 1 week.
And the reason you might not have seen the post that got the user "jailed", because we remove these posts as they break our forum rules.

Thank you for clearing that up. I was under the impression that they got it from debating too hard. A lot of them seemed to be very active on some of the discussion forums, and I got worried because I was replying and debating on there a lot too.
