When you get it on PS+ you don't need to ever buy it again.
It's not a single player game so you cant lose it when your membership runs out because you need membership to play in the first place.
You can buy dlc for it it'll be as if you own the game.

Ahh okay thank you, so I’ll just get it when it comes out for free and get some dlc for it, and when my membership runs out I’ll just renew it again. It’s basically a free 30$ but there is still payment to access the game haha0

And remember u only need to buy the DLC if u want to play as that character. For example if u wanted myers but didn't plan on playing Laurie then u could just use shards (in game currency) to unlock him and leave her locked. The maps are random and anyone can get them without buying the dlc.0

You cannot buy any dlc on console with shards besides clown/kate.
You can only buy the other dlcs with cells and that's a very bad idea as you miss out on bonus outfits and end up paying more than if you just bought the chapter.
You also miss out on Kate's bonus outfit if you buy her with shards or cells.

Wait I’m confused. If you can get any character with shards, then what’s the point of getting the dlc? Does it unlock anything you can’t get with shards?0

If you get the game through PS+, I believe the gimmick there is that they'll let you play it so long as you're a PS+ member. Except it's an online only game, so without PS+, you couldn't play it anyway.
So basically yes, it's yours to keep, you own, you don't need to buy it.

Soooo, if I plan on getting all the characters both killer and survivor, I just need to buy the dlc for Myers, LF, Freddy, and pig. I can unlock all the other killers and survivors with in game currency. Correct? Oh and also, does the dlc add anything other than the basic Killer and Survivor? Do the perks come with the character if unlocked only by dlc or if unlocked by any way?

Buying the dlc straight up on Curtain Calls case just gives a re-color of Kate Denson's shirt. You're not missing out on much if you decide to grind it out.
