hex totem rework

In light of all the recent ruin rework controversy I think this might be a good time to rework hex perks in general. I think it is pretty safe to say that all of us have been in a match where a survivor spawns next a hex totem and it gets cleansed before the killer even had a chance to run over to it. What if instead of a hex perk randomly being assigned to a dull totem, the killer got to pick which totem to apply it to.

Essentially my idea is to have the hex perk inactive until the killer activates it on a dull totem of their choosing. This actually makes the idea of a "late game ruin" viable, unless of course the survivors do their due diligence and cleanse early on in the match. I think it could add a new dynamic to the game since the killer would be able to alter the course of game play at any point during a match.

Apologizing in advance if this has already been suggested (I don't really spend a lot of time in the forums). What do ya'll think?
