Question about ranking (the future of it)

Hey I've been looking up on some posts, rumours, etc and what I noticed is that ranks could be getting removed or changed. Is this true? I noticed in the PTB that the match making is going to be different and not based on ranks as much as it use to be so I wondered if it's true or not.
