Some killers don't have ultra rare addons. Why?

im just curious as to why this is? Look at Leatherface's addons. Some are useful, some really aren't. That being said, he doesn't really have an addon to hunt for. One that really shines. Just other addons for different types of play styles. 

Are there chances for some killers to finally get ultra rare addons? More specifically, will there be chances for killers and survivors to also get brand new addons as the game progresses?

    Devs said they are going through killer add ons and want to make it so each had 2 ultra rate, however many very rare and so on.

    Here's the breakdown:

    2 ultra rare (pink)
    4 very rare (purple)
    5 rare (green)
    5 uncommon (yellow)
    4 common (white)
    .....................................
    20 add-ons total

    They're working on this.
