Is doc still a hard character to play?

In light of Doc's rework, some people have said that he is easier to play. If you look at doc's tooltip, the game will tell you that he is a "hard" rated killer. So, do you do think after the rework that he still a hard character to master? Or would you consider him an "intermediate" character due to his smoother gameplay now? I think they should change his tooltip from 'Hard' to at least 'Intermediate' if not 'easy'.
I thought it'd be nice to take a break from all the larger discussions on core gameplay.
