DLC Idea : Frozen in fear

Killer : The Viking. Terror radius-36 Movement Speed-105% Power: Ymir's curse- Any survivor that is in the vikings terror radius starts to get a stacking debuff 0.001%/second between 36-24 meters, 0.002% between 24-12 meters, and 0.004% between 12-0 meters. This debuff slows everything from gen repair speed to getting in and out of lockers. Survivors can lose stacks by not being in the terror radius and lose stacks at 0.002%/second. Survivors aren't affected by Ymir's curse when in a locker. This power would be a power that can be turned on and off. The ability can be used when ever the player chooses untill the power meter is empty
Perks: Famished- increases the rate that you get bloodlust but you go at a slower speed for all 3 teirs then the normal bloodlust speed. Marked target(obsession perk) when you kill the obsession you will be rewarded that amount of blood points at the end of each trial. When you kill the obsession, you get a 5%/10%15% movement speed buff for 30 seconds. last stand, when the exit gates are powered, you see the survivors aura for 10/20/30 second
Survivor: John Doe Perks: Smooth sailing- after completing a gen, you get a 1%/2%/3% movement speed increase for 3 seconds and your next skill check will count as a great skill check. Magic box- whenever you search a chest and it becomes empty, after 5/4/3 minutes, the chest will reset with another item, only can happen once per trial. Spite- When injured pallet stuns are 8%/10%/12% more affcective

105% is Tier 1 Myers speed. Slower than Hag or Huntress.
It would take over 4 minutes to reach 1% debuff if the survivor is less than 12 meters away the entire time, and I highly doubt the power meter you mentioned would last that long. Heck, the game probably wouldn't last that long.
If he has a slowdown power, it definitely needs to be stronger and he'll certainly need a secondary power to help him in chase. Also he'd need 115% speed.
Faster bloodlust as a perk doesn't need a downside as long as it isn't too much.
Marked target encourages tunneling, which is why they changed Dying Light.
Last Stand's aura reading for 30 seconds is way too long, and would make it impossible for the last survivor to escape after you close hatch.
Smooth sailing's effect would be barely noticeable. 3% for 3 seconds is nothing. Not even enough to outspeed the Viking with his current speed. For reference, Hope gives 7% more speed and exhaustion perks give 50% more speed.
Magic box could be used on chest builds if it didn't take 3 minutes. Also, only once per Trial is pretty weak even without the long activation time.
Spite would be barely noticeable.
