How to optimally counter the DS timer as doctor.

If I'm correct, DS cooldown is 60secs.
Isn't doctor power cooldown 60secs too? X)
So, a situation. Hooked a guy. Got unhooked in my terror radius. Boom, I activate doctor s shock. Then I just play. If that survivor dares crossing my killing path willingly I'll counter his strategy by grabbing him 1sec after my shock cooldown. Tested, approved by myself. Thanks devs!
PS: Rank 1 survivor. 15 killer. This was useful against 4 purples, slugged and toyed with them using sloppy around that dude s being downed.
