Probably blonde. I'm basing that on both her eyebrow colour and the fact that she's Swedish (and Scandinavians tend to be quite fair).

It's mentioned in her lore that she dyed her hair black.
"She started rebelling when she was 16, she dyed her hair black and cut it in a way she liked it."
She's probably blonde naturally. She's Swedish, with her Howdy Cat outfit (an outfit that seems to be themed around nostalgia) her hair is blonde, and (as Fibijean mentioned above) her eyebrows are blonde.
