They also promised a cure for cancer.
I don't think I've ever heard the word "promise" spoken by them, it always "Soon" and "We're working on it" which in development it'd be silly to promise something especially on a live game as priority is always changing.

Under Health:
"We will continuously improve performance on all platforms, aiming to have a baseline of 60 FPS on PS4 and XB1 for Summer 2019."
We have had no update on the 60fps goal. They were aiming for 60 by the end of Summer last year and have given us no new estimate.
