Why is Detective Tapp a survivor?

Detective Tapp does not play a big role in the Saw movie's. In the first Saw movie Detective Tapp appears as a side character but in the same movie Detective Tapp will be shoot and killed. In the Saw game Detective Tapp will appear as the main character but in the end of the game Detective Tapp will kill himself. Why they pick him as the survivor in the Saw chapter? Their are so many other Saw characters that play a bigger role in the Saw franchise.

Because he survived the attack from amanda? Slashed his throat. He lived and wanted to know who was behind the mask. And she was our killer...so...
Having him in game only feeds this need more.
Plus its DANNY MOTHERFUCKING GLOVER.
