Every time there is an issue in the game, cosmetics and DLCs are just thrown at the players like that'll fix everything. I feel like it is used as a diversion.

It seems like it, but it's just you. Cosmetics are planned for set releases in advance. Sometimes months in advance. So it's not a timing thing.

Different teams work on the game. While it's not just you feeling that way. I have seen others express similar things you have said. The truth is that Cosmetics and DLCs aren't a diversion for issues in-game.
