new disconnection penalty system suggestion

For the first 5 times that you d/c you don't get any time penalty , for the next 5 times ( 6 - 10 ) you get 5 minutes penalty for each d/c but only 5 minutes for each d/c , for 10 - 20 you get a 10 minute penalty for each d/c , for 20 - 30 you get a 20 minute penalty for eaxh time you dc , for 30 - 40 you get a 30 minute time penalty each time you d/c , e.t.c . do you think this is a fair d.c penalty system ? this takes into account d.c's due to loss of connection from servers , d.c'ing due to cheaters , or other issues while keeping the time penalties consistent . do you agree with this system ?
