I don't know but i feel

• Madness no longer decays passively over time.
• Static Blast will add a full Madness level to any Survivors hit.

Those two changes sound like buff to me but maybe just my dumb opinion

Static blast already gave a full madness level, and the decay was so small it usually didn't do anything. All this does is make it consistent and less confusing for both sides. Now both sides know exactly how close they are to the next madness level, rather than it being weird. This isn't really a buff, it just makes things more consistent.
