NOED Idea - Wacky Thoughts. Come Tell Me I Suck! :)
I thought about ways to make changes to NOED – I don't know if it really needs changing. Obviously, some Survivors really hate NOED and some Killers find it a little skill-less but I don't really have a solution for that.
I really just had a weird idea about it, I'm not saying "let's pitch it!" (which is why I'm not putting this in the Feedback section – it's just for discussion) I just wanted to share it with everyone and see what you guys think and maybe you'll like it – or maybe I'm just nuts, it happens.
No One Escapes Death (NOED)
NOED is reverted from a Hex Perk to a standard Perk.
Persistent Effects:
1. While not in Chase, gain a 0.2 m/s (+5%) movement speed bonus (a 4.4 m/s becomes 4.6 m/s, etc). Entering a Chase cancels this enhancement for the duration of the Chase. Does not stack with Bloodlust or other forms of movement speed enhancement, such as a Killer's Ability (Chainsaw Dash, the Wailing Bell, etc). When a Survivor is Hooked, this effect is also temporarily suspended. Stealth abilities (Ghostface, Pig's crouch, etc) suspend this effect.
2. Gain 50% bonus Bloodpoints from the Sacrifice Category.
End Game Effect:
After all generators have been completed or the End Game Collapse has been activated, the Killer can kill any Survivor who is in the Dying State by their own hand (=Mori them) – this effect is identical to the one provided by the fifth stack of Devour Hope (without the ability to instantly put a Survivor into the Dying State with a Basic Attack).
I think it would still be balanced because the movement speed really only helps Killers who struggle with map presence or have no map presence potential (slow moving Killers and is not actually that significant by itself.
For example, the Nurse would still be moving slower than Survivors and a Tier 1 Myers would still have a slow movement speed (IIRC his T1 m/s is 4.1? if so he'd still be just slightly slower than a Huntress).
It helps Killers with no special map mobility to deal with the larger maps without affecting their normal chase potential.
Once they enter a chase, the movement speed bonus is suspended, which means that it really just helps Killers catch up with the gens.
The Endgame effect would also be fine because at the point where the exit gates are powered the Killer still needs to be careful about whether or not they actually want to use the Mori ability.
For example, if you know that there's three Survivors running around and at least one gate is opened, you could Mori the one Survivor you caught but then the other three have no reason to stay so it might actually be more beneficial to hook – and if the gates haven't been opened yet you might want to Mori the Survivor so you have fewer moving parts to juggle but then the Mori animation itself might give them enough time to open the gate and escape.
Then again, some people really love Mori animations so it might just be worth.
I just thought it might be fun, maybe make the Endgame feel more thrilling or dangerous and make the Perk feel like it does something for the Killer during the actual game and isn't just a safety net for Endgame.
I don't know.

ehh, you always gonna step in a dark zone when you mess with killer/survivor speed.
seems good overall, it has multiple effects which leaves always field to be exploited.
