Laggy skillchecks

I dont know what the hell is going on, but my skillchecks are lagging af. I cant even hit my decisive anymore, and i never missed it in the past. I even turned off vsync and lowered my graphics and resolution. Still lagging. Does it happen only to me?

Not just skill checks, but also grasps don't work BECAUSE OF S****Y DEDICATED SERVERS
