DLC Prices Cheaper on Steam Vs Console?

I play on the PS4 and I can't help but wonder why do DLCs cost less on Steam compared to consoles? For Example, Demise of the Faithful cost about $7 on Steam, but cost $8 on console. Ash, Ghostface, and Leatherface, all cost $5 on both platforms, so why the different prices for the other DLCs?

    im guessing its the console overhead, costs (more) money to put stuff on the consoles.

    I think because console have 2 dlcs for free (hag and doctor). Maybe?
