Honestly a balanced game should always give the most skilled player/s their just rewards, regardless of kills.
A great killer getting 2 kills against mediocre survivors may be fair for the latter, statically speaking, but not good if the former put way more effort towards winning and only lost because of a bad map.
Likewise with a good survivor getting paired up with bad/new team mates and then loses as a result.

Two kills is a nice middle ground. If the killer does their job better than the survivors, they get more than half. If they do worse, they get one or zero.
