Notification spam was bad and will be worse with (buffed!) Red Herring

The worst bad manners in the game, apart from chat, are notification spams. While you're in a chase, folks across the map will do loud vaults, repeatedly slam lockers, etc. If you do something they don't like, you'll know about it. From across the map, someone has full access to your ears.
We can take Iron Maiden to address Red Herring, but we also shouldn't - groups intent on bad manners have more fun screaming. Why add this without addressing notification spam? And then why in god's name buff it?

Red Herring still has a Cooldown of at least 40 seconds. There should not be any problem with Notification Spam with such a high Cooldown.
