Matchmaking groups killer with the lowest SWF rank??

I noticed this lately, it matches killer's rank with the lowest rank in the SWF lobby

    I can only speak for ps4 eu, and there it isnt the case. You just get matched randomly. Most of the games you get full red ranks no matter what killer rank you have. At rank 1 I got easier teams than at purple, what suprised me.
