Doctor Shock Therapy Action Cancellation

The Doctor's new Shock Therapy seems to either be bugged or I just keep getting Dedicated Servered because I will shock a survivor several feet before they fault a window and they will even scream before they vault, but they preform the vault anyway. I've heard that queuing up the action before getting shocked will allow a survivor to perform the action regardless, but previously I've been able to cancel a vault and they will even make the animation of vaulting but go nowhere.


Is this a recent thing, or just a server thing?
