Has the Phantom Saw ever been addressed by the Developers?

Hi Guys, I'm new to the forums.
I was wondering whether the developers have ever addressed Hillbilly's chainsaw bug, called "the phantom saw", during one of their streams. I can't seem to find much information online. Is it a lag related issue, or does it have do to with the hitboxes? It's a shame because it can cost an entire match.

It's been "fixed" like 3-4 times now I believe but much like Legion's Infinite Mend, it keeps coming back.
