Hollow shell should be a common offering

Whats the point of hollow shell being an uncommom offering? It gives you 25% extra bloodpoints on all categories as killer. But there is the survivor pudding which is literally on the same category of rarity and does its job 4 times better. You cant have them both on the same category, like bloody party streamers and survivor pudding. So its either making bloody party streamers a very rare offering and then making survivor pudding a rare offering (Im all in for blue party streamers ngl) or just lower hollow shell into a lower category

    Survivor Pudding, Escape Cakes, and Bloody Party Streamers were added for the 1-year anniversary of the game. BPS were even common at first, but were moved up to Rare after it was decided that they would be permanent additions. Hollow Shells/Envelopes are just a relic from before then, but they have the versatility to apply to all categories unlike the single-category offerings that were also in the game before.
