Can Hill Billy's power be bannable?
When I refer to the power of hill billy, I mean for example getting on a structure or flying to get high in places for fun since I have the doubt to see that many people use it and I do not know if it is bannable to do it and nobody answers the question. .

From what I've gathered this post asks if using Billy's power to launch high into the air (Space Billy) is bannable. you wont be banned for bugs, unless they specifically state that using this bug is a bannable offense (e.g. "forever legion") or the bug gives you an unfair advantage throughout the trial - both of which arent really the case with space programm billy.
so no, i dont think you can get banned for it. but to be 100% sure, we would have to wait for a response from a mod / dev.
