Iron Will: Bugged or Broken?

How come when I play Killer, any survivor who is downed and utilizing the "Iron Will" perk is always silent? But when I play survivor and use the same perk, I'm still grunting loudly for the Killer to find me. I've even used Calm Spirit as well to test it since I have seen other survivors sometimes pair them together. But that only blocks screams, and my survivor is still grunting loudly.
