Dead Hard buggy against Doctor?

Is this intentional? I think it should be a bug, should I report or can you correct me?

When shocked, you cannot use Dead Hard. As all other Exhaustion perks are not blocked. I guess that it is the button activation that somehow goes inline with using items. I think this shouldn't be the case. Anyone ever tried to use For The People or Diversion while shocked? I guess it is the same, but did not test

    When you get shocked, you cant do anything except run for 2 seconds. No vaulting, no healing, no perk usage etc.

    But you can drop off somewhere and use BL. And I'm pretty sure Sprint Burst would work as well, unless someone corrects me. Lithe wouldn't work as you need to vault to trigger it, but I don't see why Dead Hard should be blocked.

    It's the same with every killer. Dead Hard is just buggy in general since dedicated servers were introduced. You can literally be exhausted from using it and still get hit.

    Well it blocks all actions, and dead hard is an action. Honestly the more killers that can play around dead hard for distance the better (even though you can dead hard to dodge the shock therapy and get to the window or pallet that way. Such an interactive experience 🙃)
