Splinters are retired, but what...
If the devs put open ALL the killers on the PTB? That way people who don't get to buy a killer because they don't know if they like it, get a chance to try it for a small period of time during the PTB, so they can decide if they want to buy it.
People who already have the killer don't lose anything, people who don't own killers, can try them out.
Technically it is possible, because they did it with Freddy and with Doctor in the past. So there is nothing to lose, right?

I think they don't do this because it would defeat the purpose of testing the things that need to be tested on PTB, such as any reworked/new killers. Is Legion open in PTB by any chance? I haven't downloaded it yet, so was curious. If you have any currency (Auric Cells or Iridescent Shards) I believe you could purchase characters and go back into live and still have your currency.

There's a lot of things that get passed up on PTB and it's pretty sad, so you have a point there. A lot of stupid bugs make it into live because either people didn't test a particular perk or killer or because no one talked about it enough.
Why are splinters even retired? I didn't even know this and wish it was still a thing, even if it's just for KYF or something. Especially updated shards for newer licensed DLCs or even DLCs from BVHR.

I assumed they went away once you owned a DLC. I never got Splinters sadly, but I must've leveled my killers after the Splinters had been removed. When did they get removed?

yes, and we noticed this issue without Doc being a free character, because there are enough people having Doc unlocked. I asked someone why he is using a Mori while testing gen speed changes, which totally blurries the result. Turned out that green Moris are working like Ebony Moris now. People just do it enough, playing and testing everything.
If all characters were unlocked, I'm pretty sure there would be a flood of people going for PTB just for playing locked characters. And that would then probably be the bigger part of people than people testing recent changes.

The most glaring thing that comes to mind is that it would be detrimental in the event that we're trying to gather feedback on a new or updated killer if a bunch of people are using the PTB as a demo to try other killers that were not changed. It makes sense to unlock a character that was changed for testing purposes, but unlocking every character would just distract from the test.
But also to a lesser extent, this wouldn't be an option to anyone outside of Steam, so it wouldn't be the fairest solution to the console folk.

You could also rework current Kill your friends mode into full 1 player practice range with all killers available (and keep the option to add other players from friend list). That way people could test whatever they wanted and try powers of killers they don't own to decide if they like them.

But on the other hand, consoles are already left out of PTB's.

They were SUPPOSED to go away when you owned it. As we all know around here, what is supposed to happen and what actually happens don't always agree with each other.

Just give everyone 1 token for each player level. This token can be used to purchase a killer for one match with his 3 individual perks. With that the player can test the killer and his perks at once.
