How to DM a Mod or Dev to report someone?

I had a game earlier that I would like to report to a Mod or Dev for the behavior afterward. But I don't know how to DM someone. I asked this earlier in a different forum section but there's been no answer so I'm asking here.

In most cases you will have to have reported the person in game as well as have some kind of evidence like screenshots or videos.
