I assume devouring universes gets old after a while. So he thought, "hey, why not steal the time stone, kidnap some randoms, put on funny masks, and play an evil hide-and-seek forever?". And when the survivors don't want to play anymore, he turns them into Mindless Ones — a win-win solution!

After all, the entity's realm is timeless, and do you know what else is timeless? Exactly!
