The Legion's "Empty Stare" cosmetic changes all of their animations to Julie's, even if you are playing Frank or Joey. Is this intended?

I honestly think that this is pretty neat and female animations look good with some of the male cosmetics. Plus, I used to really dig the "multiple personality" Legion theory before they were released and it kinda reminded me of that. You know, he moves and acts differently depending on the mask he is wearing. I always though that concept was really cool.
