Does it Stack? Forced Penance + The Legion Pin

I had a thought on the Executioner's perk, Forced Penance: Do we know if the Broken status it inflicts stacks with the Legion Pin, the Legion add on that Breaks any survivors hit after the first Frenzy Hit? If so, are there any possibilities to inflicting Broken on survivors for up to a minute and a half?
