Stealthy objective/hook rescue/escape survivor build help? Im newer
Right now I have Urban Evasion (using less now that I've gotten more experience so open to swap) Dance With Me, Q + Q and Adrenaline. I get too into my own head about when to use SB but I'm open to learning how to 99 it better and not think too hard. I also have Balanced Landing but its so map dependent. Anyways, If anyone has recs lemme know

Lithe might be worth trying out, too.
Other good stealth/killer evasion perks: Spine Chill (absolute must), Bond, Kindred, Iron Will, Distortion. I'd ditch Urban Evasion, it's way less useful once you have a handle on how the game should flow.

Also: My advice is to adopt an "aggressive stealth" approach. This is how I play, too (currently rank 4). Don't try to hide for long stretches of time, unhook and heal quickly, always be on an objective as soon as you know the killer is gone, and don't be afraid to double back to confuse a nearby killer.
My usual build is Bond, Spine Chill, Kindred, and Lithe/Iron Will/Distortion depending on how I'm feeling.

There are two builds I tend to play stealthy with, and both feature dark clothing. I also play solo, so you can swap Self-Care out if you have teammates that reliably heal. For me, stealth is about timing and picking your battles. I can't run all that well, so this is a good alternative.
Claudette - Spine Chill, Sprint Burst, Self-Care, Bond. Spine Chill and Bond give huge amounts of information about if someone's being chased near you or if the killer's after you and Sprint Burst is to GTFO and gain distance.
Kate* - Lithe, Dance with Me, Quick and Quiet, Self-Care. Bit of a meme build, but the idea is to disappear from a chase after a fast vault. No scratch marks or notification and a speed boost can really throw off some killers.
*I bought her black biker outfit and use the darker default hair. Looks good and blends into darker sections really well.

I've heard Lithe can be a bit quirky, is that still an issue? I'm def more interested in the second build you posted.

I haven't noticed anything wrong with Lithe. Main issue is the requirement of a FAST vault, which gives off a notification.
The second build also really relies more on Lithe and Dance with Me. Best way to learn about the build is No0b3's video "INSTANT NINJA" but he uses Windows, Lithe, Dance and Q&Q because in his words, he's boosted AF.
If I had to swap out perks, Self-Care could be replaced with Iron Will, Resilience, Spine Chill or really any other perk. I just don't like being injured that much.

I'll definitely add to the recommendation of Iron Will, it's so versatile and has saved me countless times!
I'd also say to try out sprint burst more, it can come in handy alot and especially with map changes more generators are in empty areas so it means you can work on them and get somewhere when the killer approaches. Alongside it I'd say spine chill is good to know when stealth killers are coming, vault faster ect.
Last perk could be Resilience for faster actions when injured (Good with iron will, and with the info from spine chill you could 99% your heal and fully heal only when the killer is coming to maximise the extra speed). You could also stick to quick and quiet as it's good even on its own, or maybe fixated for faster walking and seeing your scratch marks to make you more aware and able to throw the killer off. If you're solo Kindred is good too!
I'd like to add that with Iron Will and the right outfit, stealth works on any survivor! Killers tend to expect smaller survivors will be hiding and pay closer attention, so when I play stealthier as David or Jeff for example it can take them by surprise.

These are awesome suggestions, thanks so much! Should I just think of ditching UE and Adrenaline, then? Adrenaline has saved my skin a lot but its basically sacrificing a perk slot for a brief moment of the game. A sample build here would be Lithe, Dance, Q+Q, Iron Will

First and foremost, Claudette should be your main if you want to be stealthy. Her blending powers really go a long way in avoiding a Killer. You should choose between Iron Will and Calm Spirt. Do you want to be quiet when injured, or do you want to stay quiet when you get shocked from the Doctors blast, Infectious Fright and Iron Maidens scream (you will still be exposed). You will also not disturb birds, so Killers who use Spies from the Shadows lose out as well.
Someone else suggested Bond, which is really good for solo, since you can get to a teammate and heal each other. You really should consider a healing perk if you don't use bond such as Inner Strength since teammates can be unreliable. Plunderers is actually really useful since it often gives you good items such as med kits and keys. It is fantastic when I get a key after facing a tunneling and camping one hook mori-ing killer and escape their clutches.

Ditch Urban Evasion. It teaches you bad habits. You don't want to be crouch walking everywhere. You have to learn when to crouch, when to walk, and when to run. You won't learn that if you use UE.
Spine Chill is a really strong perk for stealth. It let's you know when the killer is looking at you within 36m. This is especially strong against stealth killers, particular Myers and GF as it helps you avoid getting stalked. It can also help you know what direction is safe, when you are being followed, when a killer is coming to your position (gen, healing, etc.), and it has the added bonus it increase your action speed including vaults. In a pinch this can help and it helps very slightly in a chase.
Iron Will is another great stealth perk. Hides your cries of pain when injured which makes it easier to avoid the killer when you are injured. Simple tactic is to break line of sight then walk away from a tile. Usually killers will stay on the tile thinking you will loop but you are actually long gone.
