Why does nobody say about THIS defectiveness of new Survivors?

Up to Detective Tapp, Survivors always had at least two full sets of cosmetics.

As you can see, Survivors had completely different clothes.

From releasing the 2.0.0 patch though Survivors by default have only one full cosmetics set. And if you buy the dlc in steam, you get rewarded like this:

You get "different" torso.

Also, lets look on what kind of UNCOMMON cosmetics you can purchase for old Survivors and for new:

Feng Min for instance has got some really good stuff.

Ace also has very nice yellow cosmetics

Yui as uncommon gets just recolors.

I think the question about the Behaviour's greediness is rhetorical. Why this is so bad? Why for buying new Survivors you don't want to allow people have at least two different sets of cosmetics, why yellow cosmetics for new Survivors are just recolors?

Not to mention some clothes make you stand out more than others. Adam for example has a white lab coat by default. You can see him in almost any surronding. You have to buy or unlock darker clothes if you want to be less visible.

Might be slightly off topic but I feel when the stranger things dlc dropped. I think we only got Steve because BHVR wanted to sell us his Scoops Ahoy outfit. I feel Billy would have been a better choice seeing as how he isn't on the show anymore. Lore wise it wouldn't collide with anything and helping people in the fog could be seen as a form of redemption.
