I may be the only one but Scream Queens "scream" to fit this category. They are better as Legendary skins instead of an own chapter.
So either Chanel Oberlin or Chanel #3 in either season 1 clothes or season 2 nurse outfits for survivors.
Red Devil Killer or Green Meanie as Killer skins.

For the Stranger Things characters, I'd love these outfits:
(Sorry I couldn't find full body shots of all these)
Barb Holland's school outfit
Robin Buckley's scoops ahoy outfit (personally think she looks better without the hat)
Joyce Byers's season 1 outfit (however I think it would look better with her fuller hairstyle from the later seasons)
Jonathan Byers's tri-colour jumper (he had a jacket with this jumper but I couldn't find a picture of that anywhere, I would have chosen a different outfit but I like this jumper too much)
Jim Hopper's "cutting edge" shirt
And last (but certainly not least), Billy Hargrove's burgundy dress shirt

Not really related to any current licensed characters or horror in general, but I'd really like to see Faith Connors from Mirror's Edge.
I don't really know who the skin would be for, maybe Feng Min because of Lithe or Nea Karlsson because of Balanced Landing. She's one of my favorite video game characters and I think she'd be a really cool character to see in the game.

You think the legendary skins concept will be how they introduce Tont Hawk into the game?
It opens up so many possibilities, it's exciting! Do we know if it changes voices or not yet? I've heard people say yes and no to it so I have no idea, but I'm very curious. If it doesn't, it limits the possibilities a bit. (Unless they just make the skin for a character with a fitting enough voice, even if they're unrelated to the license?)

When the L4D DLC dropped we saw other L4D characters show up as cosmetics: Dwight Fairfield as Ellis, Meg Thomas as Zoey, Claudette Morel as Rochelle, and Jake Park as Francis.
But I really think they missed an opportunity to have Ace Visconti as Nick. So I'd like to see that come in, since they're pretty similar character archetypes and they actually do have a similar sense of fashion
Also would not mind seeing Sheriff Hopper come in:
