Does 2 stacks of devour hope actually do anything?

I’ve been playing matches with devour recently and noticed that I don’t feel a speed boost after hooking someone with 2 tokens. Does it actually give a boost or does it do nothing? I e noticed some streamers and you tubers say the same

Not only is it a neglectible bonus, apparently it doesn't even trigger.

If it worked, Devour Hope would give the same movement speed boost as 1 stack of Play with Your Food.
You would notice it.
